(Studio) Vice President Mondale meets with Spanish leaders in Madrid.

(Madrid, Spain) [MONDALE - says Spain's efforts to become democrat show demo. not declining but on offensive.] Vice President meets with King Juan Carlos and other leaders; part of trip is to show United States support for Spain as NATO mbr.; move opposed by other west Europe ntns. like Holland and Denmark while Franco was in power. Opposition is now fading and NATO (North Atlantic Treaty Organization) decision could come after June elections. Bombing at American Cultural Center, operated by United States Information Agency, noted.

(Studio) Mondale to meet Thursday with South Africa Prime Min. John Vorster in Vienna, Austria. In California, Carter says Mondale will warn Vorster on strong US action against South Africa in UN, without movement to settle problem of Namibia.
