(DC) Food and fuel prices were major factors. Press Secretary Jody Powell says increases larger than expected, but it's encouraging that big increases in food sector. Food prices expected to decline or have only small increase in summer. Bureau of Labor Statistics notes without rises of food and fuel, index rose .6%.
