(Washington, England) Advance preparation, in county of Tyne and Wear, for President's visit. Advance men from White House, State Department and Secret Service have arrived. [POLICEMAN - comments on difference in "Yankees" and "Southerners."] Prime Min. James Callaghan suggested visit here, to 1 of England's most depressed areas. Carter to visit Corning Glass Works. Highlight of visit will be tour of village of Washington and ancestral home of George Washington; background noted.
