(Studio) House committee approves administration plan for election day voter registration. Senate committee on same issue hears administration concern with regard to possible fraud.

(DC) Senator Rules Committee chairperson Howard Cannon recs. Justice Department memo re: potential vote fraud. Deputy attorney general Peter Flaherty had temporarily invoked, and then withdrew, executive privilege on memo's release. Details of memo noted. National Committee for Effective Congress takes issue with memo. [NCEC spokesperson Russell HEMENWAY - says states with such law now, have had little incr. in fraud and it's been found that fraud usually committed by election officials.] [Senator Claiborne PELL - comments on brief attempt to withhold memo.] Rules Committee to begin wording bill next week
