(Studio) Latest development in battle between Congress and President Carter, with regard to fate of Clinch River breeder reactor, is leaked report of study, concluding breeder project has no chance of success.

(DC) Details noted of 1973 company report prepared by Burns and Roe, engineering firm in charge of designing reactor project, near Oak Ridge, Tennessee. Report not intended for publication and company says it's now outdated. Company says problems mentioned in report have been corrected and questions raised have been resolved. House action on project funds, Carter position on project and mvts. awaiting action by Senator Energy and Natural Resources Committee noted. Comment of House Science Committee chairperson Olin Teague, with regard to opponents of project cited.
