(Studio) House is moving to amend foreign aid bill to block loans to several cntries., include Cuba, Vietnam, Laos, Cambodia, Angola, Uganda and Mozambique. House Speaker Tip O'Neill says amendments tie President Carter's hands. This is background for breakfast meeting Carter holds today.

(DC) President meets with Senate leaders after House vote. After meeting, Senator Alan Cranston says Carter has good relations with Congress, but can't expect to win ea. time. [CRANSTON - says there have to be differences, in order for system to work, but can also work together.] White House hopes Senator won't agree to bill's restrictions; remarks by Press Secretary Jody Powell noted.
