(Capitol Hill) [Attorney General Richard KLEINDIENST - tells Senator Edmund Muskie President can refuse to allow any of his staff to testify before Congress if so desires.] [MUSKIE - says no previous administration has ever interpreted doctrine executive privilege so broadly.] Senator Sam. Ervin also in opposition with administration over issue.
