REPORTER: Walter Cronkite

(NYC) Teachers at core of controversy surrounding children's poor education. Criticisms of teachers listed. School bds. and administrators concede children aren't learning. Publicly, they blame innovations of 1960's. [New York City high school official Samuel POLATNICK - says there's no consistent development of certain central learning skills.] [Hoover School, Barbara BALLOU - believes elementary-age children exposed to great deal, but foundations for learning not firm because mastery of skills not insisted upon.] Many teachers candidly admit they're not prepared to teach and don't want to teach basics. [New York City Univ. Richard BOSSONE - believes emphasis must be placed on training teachers to teach skills.] Fundamental problem of motivation exists. [Past president National Council of Eng. Teachers Stephen DUNNING - says there's not much satisfaction for teachers in teaching basics.] [DUNNING - thinks television and illiterate parents big part of problem, but Eng. teacher blamed more often than not.] [Univ. New Hampshire, Donald GRAVES - believes writing endangered species.] New math more exciting for teacher. [Math teacher Robert BLUMAN - believes junior high math teachers enjoy logic of new math; basic skills of arithmetic boring.] New math being replaced with basics all over cntry. Whatever subject, minority children face special problems. [Frederick McDONALD - says minority children simply not taught many things because many teachers assume minorities can't learn.] [LA United Teachers Hank SPRINGER - says role of schools now include feeding children. Class sizes too big to cope with new roles.] Growing student disorder and violence also affect teachers; next report to deal with this subject.
