(DC) Surprise of Carter's B-1 decision didn't seem calculated. Reporter recounts story, as told to him by Lyndon Johnson, of how Johnson, as pres., had planned surprise to press and others of Henry Fowler appointed as Secretary of Treasury Active part taken in events by Wilbur Mills, and mentioned are NBC reporter Ray Scherer and David Kennedy of Chicago's Continental Bank.
