(Studio) Carter administration says, for 1st time, that OMB director Bert Lance may have become liability and may be on way out.
REPORTER: Roger Mudd

(DC) Top officials close to both Lance and President Carter say Lance won't resign nor will be he asked to before congress hearings into affair. Aide says Lance is determined to have day in court; top aides are no longer sure that Lance will stay on after hearings. Press Secretary Jody Powell conts. to spend most of daily news briefings answering questions on Lance affair.

(Studio) Representative Robert Giaimo, who is chairperson of House Budget Committee, says Lance is in serious trouble and that most allegations against him are proving true.
