(Studio) Congress conference committee compromises with regard to 1978 budget. Total figure is about 51 billion less than Carter proposed, because of drop of proposed increase in Social Security tax. There is hint that administration may be relaxing commitment to balance budget by 1981. Econ. adviser Charles Schultze says this commitment won't stop administration from cutting taxes or incring. spending to bolster failing economy
