(Studio) Moshe Dayan to come to Washington, DC with regard to convening Geneva peace conference for Mideast. Dayan brings Israeli plan; Carter administration counterproposal to be presented.

(DC) Admin. favors Pan-Arab delegation at conf., include PLO (Palestine Liberation Organization) and west bank mayors. Is stated American policy. Secretary of State Cyrus Vance tells reporters US favors PLO (Palestine Liberation Organization) participation at Geneva. Israelis reject concept. Palestine Arabs as members of Jordanian delegation would be acceptable. Prospect of Geneva conference by December unlikely.
