(Studio) Strategic Arms Limitation Talks (SALT) I expires October 3; fears are that without Strategic Arms Limitation Talks (SALT) II, arms race will escalate. To try to keep this from happening, Secretary of State Vance and USSR foreign minister Andrei Gromyko meet in DC.

(DC) Vance and Gromyko meet for several hrs., but evidence that little progress is made comes in several ways. [GROMYKO - (thru translator) says they have waded into stream, but not out yet; there are lots of rocks.] [VANCE - thinks it likely there'll be expiration without new agreement.] Vance says United States will abide by Strategic Arms Limitation Talks (SALT) I after it runs out; similar statement expected by USSR . Vance also says such informal agreement not subject to congress approval, but several key Senators disagree and congress battle may ensue.
