(Studio) Black leaders criticize president Carter for not keeping promises. Carter tries to win back their support.

(DC) Carter attends Zion Baptist Church, where Reverend Martin Luther King, Senior, speaks. Carter assures Black Caucus he has not forgotten them. [CARTER - notes tendency always to want more. Says earlier efforts now bearing fruit.] On "Meet the press" [Representative Parren MITCHELL - expresses confidence in Carter.] Carter progress with Congressional Black Caucus noted.
