(Studio) House rejects by substantial margin proposal to allow cities to use highway funds for mass transit.

(Chicago, Illinois) Chicago traffic problem bad. Mass transit system on verge of bankruptcy. In cities across country mass transit systems lose money. Cities want to use highway funds to develop or maintain mass transit. [Chicago Transit Authority Chairperson Clair RODDEWIG - says energy crisis will force people to use mass transit.]
