Begin's address to parliament with regard to Israeli view of reasons for breakdown in peace talks; Begin's objection to Egyptian press comparison of him to Shylock, his comments on other Egyptian statements and own statement that door to peace and continued Cairo military talks still open noted. Film shown. Foreign minister Dayan's opinion on future of peace reported.

(Jerusalem, Israel) Interview with Dayan shown. [DAYAN - outlines Sadat's demands for preconditions with regard to Israeli withdrawal from Gaza, Golan Heights, west bank and Sinai and own beliefs that if Sadat would just negotiate bilateral problems between Israel and Egypt agreement could be reached.] Reporter asks about present Israeli stand on wording of statement on rights of Palestinians. [DAYAN - says this being negotiated; doesn't like phrasing of reporter's question, because Israel not only party involved. Thinks agreement can be reached on issue.] Mtg. between assistant secretary state Alfred Atherton and Dayan noted, as well as Atherton's later phone call to Egyptian foreign minister Kamel. Reliable reports of discussion of new language with regard to Palestinian section of statement of principles stated.

(Studio) Description given of speeches by Begin and Sadat to respective parliaments and Secretary of State Vance's remarks on lowering rhetoric about negotiations mentioned.

(DC) Vance's presence before Senator panel with regard to combat of terrorism and panel's question to him on possibility of confrontation between Israel and Egypt reported [VANCE - hopes amount and strength of rhetoric will be reduced on both sides. Thinks this would aid in resumption of discussion.] Sadat's request for more military hardware, given to Vance during trip to Cairo, and potential battle in Congress over this detailed.
