(DC) Details given about White House ceremony beginning peace talks. View of those involved that peace treaty is almost certain to be made between Egypt and Israel noted. President Carter's remarks outlined. [CARTER - invites Jordan, residents of west bank and Gaza Strip and others to join talks.] Secretary State Cyrus Vance's walk with delegations to meeting site, Blair House, mentioned. President Carter's plans to be available, but not take direct part in negotiations as he did at Camp David, stated. Mtgs. today and plans for those to come detailed. Issues mentioned. President Carter's hope that treaty will be ready for signing by November 19, 1st anniversary of President Anwar Sadat's visit to Jerusalem, cited.

Bank) Report on attitude of west bank residents about Washington, DC negotiations, Camp David summit and especially President Sadat's recent comments that he won't negotiate for Palestinians any longer. View of most Palestinians here that Sadat has been intd. only in separate peace with Israel all along and effectively sold out Palestinian cause at Camp David stated. [Bethlehem Mayor Elias FREIJ - says Sadat's signing of Camp David agreements meant he cut ties with west bank and Gaza.] Expected signing of peace treaty with Israel by Sadat by west bankers noted; their turn away from Cairo and towards Amman and King Hussein for leadership in cause reported.
