(Studio) President Carter's signing of civil service reform bill reported.

(DC) [CARTER - comments on provisions of bill.] Details about civil service reform bill given. Carter's later meeting with news eds. and comments on his lobbying with Congmen. on energy and taxes noted. Mtg. between Carter and Senators Henry Bellmon, Sam Nunn and Lawton Chiles on issue of tax cut bill administration considers unrealistic described. President's cancellation of plans to go to Camp David, in order to do more lobbying, reported Press Secretary Jody Powell's comment on Carter's intentions to veto tax bill if still in present form stated.
