(DC) Secretary of State Cyrus Vance's breakthru in stalled talks during conversation with Israeli prime Min. Menahem Begin on Thursday, reported; resolution to issue of Egypt's treaties with other Arab ntns. outlined. [VANCE - says important progress was made in meeting with Begin in New York City; reports almost all substantive issues resolved.] Israeli foreign minister Moshe Dayan's attitude upon arrival at State Department described; developments with regard to United States loan to Israel for building of air bases in Negev desert and to aid in Israeli withdrawal from Sinai stated. Letters to be exchanged at time of treaty signing, with regard to Israel's pledge to begin discussions of west bank and Gaza Strip Palestinian problem, outlined. Top Egyptian negotiator General Hassan Ali's plans to remain in Washington, DC to work on treaty while 2 top aides go to Cairo to report on dvts. noted. Israeli defense minister Ezer Weizman's expected return mentioned.
