REPORTER: Walter Cronkite
(Studio) President Carter's call for trust in government during inaugural speech in 1976 recalled. Comment is on difference in 1978 elecs. from previous off-year campaigns, which had as issues Vietnam war, civil rights riots and White House scandals. Remarks also made on nature of United States Congress; is noted that it hasn't undergone upheaval since Civil War.
