Begin's speech to parliament outlined, include call for West ntns. to shut PLO (Palestine Liberation Organization) offices and criticism of USSR for supplying PLO (Palestine Liberation Organization) with weapons. Begin's hint at Israeli retaliation and expectations of such move noted. Israeli consideration of United States reaction to raid into Lebanon, in light of Begin's upcoming visit to DC, reported; United States reaction to such raid last fall recalled. Tel Aviv police spokesperson's statements with regard to terrorists and their plans cited. Burial of more victims of attack, near Haifa, reported.
