(Studio) Washington, DC talks between President Carter and Menahem Begin rptdly. fruitless. Begin's remarks in speech to New York City Jews reported as discouraging. Carter briefing of Senate Foreign Relations Committee reported.

Relations Committee said gloomy after Carter meeting [Charles PERCY - says Carter discouraged.] [George McGOVERN - says more flexibility needed by Mideast parties.] [Jacob JAVITS - explains Carter's discouragement.] No summary statement from White House said planned. Jody Powell quoted re: report in Israel that an American had said Carter could not work with Begin.
