(DC) United States officials' admission that Carter administration accentuates differences with Begin as tonic for situation reported Creation of crisis atmosphere viewed by some as intentional, to disintegrate Israel's already split cabinet, with resultant change of leadership Toppling of Begin said denied by administration officials, but Begin questioned on matter at National Press Club appearance. [BEGIN - notes that Israel prime minister is responsible only to Israelis.] Begin combative mood noted. Shift in Carter and Cyrus Vance views of Begin's proposals with regard to west bank and Sinai, from December 1976 to present, noted by Begin. [BEGIN - notes Carter administration's changed attitude.] Begin said almost asking for defense treaty with United States.
