REPORTER: Roger Mudd
(DC) Admin. reason for planned slowdown stated as lack of congress action on legislature to compensate for United States troop withdrawal from South Korea. White House officials' explanation that the crowded congress calendar and Tongsun Park case brought about slowdown, and apparent veiled threat that Congress should act or President Carter may decide to keep some troops in Korea indefinitely noted.
