Limited discussion at State Department of differences between 2 cntrys. reported [BEGIN - notes that he and Secretary of State Vance have agreed to disagree on issue of arms sales to Saudi Arabia.] White House greeting for Begin described; President Carter's announcement of plans to appointed commission to recommend memorial to Jews who died in Nazi holocaust reported [CARTER - says there may be differences between 2 cntrys. at times, but that United States support for Israel will never waver.] [BEGIN - comments on Carter's statements.] Talks between 2 leaders outlined.
