Giscard's comments given. Mtg. between Secretary of State Vance and USSR foreign min. Gromyko to discuss upcoming wkend. talks between Gromyko and President Carter with regard to Salt noted. Gromyko's expected response in address to UN conference on Friday to Vice President Mondale's speech earlier in week outlined.
