(Los Angeles, California) Layoffs in county offices in Los Angeles reported [Reuben RIOS - describes own situation, with both self and wife laid off.] Cutoff in patient admissions to San Francisco hospital, closing of summer school in San Diego and protest marches by parents in Los Angeles noted. Concerns that Los Angeles schools won't be able to open on schedule in fall mentioned. [Los Angeles school superintendent William JOHNSTON - says this is possible; states reasons.] Legis.'s required decision on division of state's surplus funds to various programs outlined. [Assembly speaker Leo McCARTHY - cites problems involved for local govts.] Other efforts to halt cutbacks by government workers affected, while legislature meets in Sacramento, reported; one suggestion has been strikes.
