[JARVIS - thinks there needs to be limit on federal spending and notes ideas are being considered.] Agency for International Dvt. director John Gilligan's reaction to congress efforts to cut foreign aid program reported [GILLIGAN - thinks Prop. 13 has become part of American political folklore and offers temptation to cut all spending at all levels, on floor of House and elsewhere.] Other comments by Jarvis reported, include his expressed hope to meet with President Carter.
