(California) Details with regard to $10.5 billion to be spread thruout state to forestall cutbacks; schools to receive only 10% less than before Proposition 13; cities' fire and police protection to be maintained; state to pay welfare costs cities can no longer afford; 75,000 local and state government jobs to be eliminated; California Jerry Brown emphasizes solution only temporary.
