(DC) Sagging popularity of Carter and rise in consumer price index noted. In speech to youth at White House [CARTER - notes clash between branches of government as problem. Says relations clouded; President hands often tied.] Supreme Court ruling government officials, include President, can be sued for violation of individual Const. rts., recalled. Also House passage of bill with regard to cong. veto of any US Housing and Urban Development regulation. Carter objection to this noted.
