(Philadelphia, Pennsylvania) Problem detailed, in that some roads in city of Philadelphia are actually under jurisdiction of state transportation department. Mayor Frank Rizzo's reaction to continually having to spend city money repairing state potholes reported [RIZZO - displays and reads signs to tell people to call state department to get roads repaired. Says telephone number is for state department] Willa Duncan's problems with telephone calls about potholes coming to her residence noted. [Ms. DUNCAN - says calls came all day and all night.] Mayor's signs noted as having Ms. Duncan's number instead of state department's; her telephone call from Mayor reported [Ms. DUNCAN - has to answer phone. Talks to mayor. Reports results of conversation.]
