(Off Scotland coast) Details given about apparent engine failure of Soviet sub. and its towing to USSR through waters of north Atlantic by Soviet tug stationed near Shetland Island Its discovery by American aircraft flying from Iceland as sub surfaced off coast of Scotland noted. Frequent NATO exercises in area, which are watched by Sovs., reported.
