[SHRIVER - says financial plight of elderly is violation of human rights.] [William SCHWARTZ - reports that he wasn't allowed Medicaid card because of amount of Social Security he recs., despite fact that he can't get by on it.] Suggestions discussed for Committee on Aging and outlook for congress action outlined.
