Department of Health, Education and Welfare Secretary Joseph Califano's refusal to be interviewed and statements by Department of Health, Education and Welfare source noted. Reaction of Wilbur Cohen, who was Lyndon Johnson's Department of Health, Education and Welfare Secretary, stated. [COHEN - comments.] Decision with regard to cuts said up to House Ways and Means Committee chairperson Al Ullman.
