Const. inappropriate according to White House Spokesperson Ronald Ziegler calls story shocking. Ziegler says special White House cnsl. Fred Buzhardt told Attorney General Elliot Richardson no reoccurrence. Watergate special prosecutor Archibald Cox expresses concern.
