(Studio) President Carter's announcement of incrd. aid to Cambodia reported drawing criticism for Representative Stephen Solarz.

(DC) [SOLARZ - says President's response is both inadequate and indefensible; discusses level of suffering in Cambodia.] Solarz and other Congmen.'s push for immediate large scale aid outlined. [SOLARZ - says we need leadership from administration more than anything else to avoid mass starvation.] Amt. expected to be sought by international relief agencies and White House position considered.
