(Chicago, Illinois) Govt. chgs. with regard to perpetuation of Chicago's segregated school system outlined; alleged role of Richard Daley in quashing desegregation efforts cited. [Chicago Urban League spokesperson James COMPTON - comments.] Department of Health, Education and Welfare rejection of initial desegregation plan and later busing proposal reported; school board said refusing to accept Department of Health, Education and Welfare preconditions for further negotiations. [Department of Health, Education and Welfare Secretary Patricia HARRIS - says she can't agree to further delay in negotiations, that matter will be referred to Justice Department] [School supt Joseph HANNON - comments.] President Carter's suggestion of court settlement of issue recalled.
