(Studio) Senator reported giving final approval to legislature aimed at helping poor with heating bills this winter; spkr Tip O'Neill said called for expediency in passage.

(DC) [O'NEILL - calls for prompt congress action.] Senator reported approving emergency plan offered by Jacob Javits. [JAVITS - addresses committee ] HEW Secretary Patricia Harris reported telling committee that administration ready to compromise to speed process; administration said backing away from President Carter's earlier demand that aid be tied to passage of his windfall profits tax.
