(DC) Senate Intelligence Committee said releasing report tomorrow on US capabilities to monitor USSR compliance to Strategic Arms Limitation Talks (SALT) II; some committee mbrs. said not convinced that adequate verification is possible. [Senator John GLENN - comments on prospective motor ability.] [President CARTER - says verifiability is based on own technical means, not on trust.] Senator Robert Byrd said possibly supporting televising of Senate floor debate if treaty opponents will agree to time limit on discussion.
