Roles of President Carter, Hamilton Jordan, Gerald Rafshoon, Patrick Caddell and Carter- Mondale campaign committee in reelection campaign reported Evan Dobelle, Tim Kraft, and Robert Strauss listed as being or having been chairperson of Carter-Mondale committee and cited as possible evidence of dissension within ranks of Carter supporters. Money problems of Carter campaign noted. Effects of Iranian situation on President's ability to campaign detailed. [Carter New England coordinator Chris BROWN - says campaign in some areas is farther along than 4 years ago.]
