(Jackson, Mississippi) [Jackson Mayor Dale DANKS Junior - criticizes public officials for not warning city soon enough about the severity of the flood.] Ross Barnett Reservoir Dam said to have kept flood crest 2 1/2 foot lower than it could have been. [Engineer Horace LESTER Senior - is concerned that operations manual for dam was ignored.] [Pearl River Water Supply District General Mgr. Charles MOAK - admits level of reservoir was already above proper depth.] [Army Corps of Engineers Colonel Charlie BLALOCK - comments on possible savings in flood damage.]
