(Studio) White House concern over House hesitation with regard to Panama Canal treaties implementation noted.
REPORTER: Roger Mudd

(DC) President Carter quoted at meeting with eds. with regard to yesterday's House vote. [CARTER - says Panama Canal Zone will become Panama Canal territory regardless of Congress action.] Funding for Canal operation until 2000 said part of treaty implementation. [CARTER - comments on consequences if such funds not provided; mentions Alaska oil.] Carter's difficulties in getting foreign policy implemented said indicated by this vote as well as Mideast, Rhodesia and Strategic Arms Limitation Talks (SALT).
