(Tel Aviv, Israel) Israeli rejection of United Nations observers to monitor Sinai announced. Israel said adamant they will not negotiate with PLO (Palestine Liberation Organization) even if PLO recognizes Israel's right to exist. Prime minister Begin mentioned. Israel's ambassador to United States said instructed to relate mood and substance of Israeli cabinet meeting to Secretary of State Cyrus Vance. Jerusalem bombing incident reported PLO (Palestine Liberation Organization) claim of responsibility for the attack noted. Arrival of Egyptian delegation in Haifa for 5th round of autonomy talks shown.
