[CARTER - announces necessary fuel availability.] Formation of inter-agency government group to speed oil to needy regions announced; Carter's request of Congress for addition- al funds to help poor with energy bills detailed. [CARTER - responds to question about national health insurance plan.] No. of times Kennedy's name arose mentioned. [CARTER - comments.] Motorcade from Pittsburgh, Pennsylvania, to Steubenvill Ohio, and Ohio's reception for Carter examined; films shown.
