REPORTER: Walter Cronkite

(DC) President Carter reported announcing bid for reelec. 1st week in December; campaign sources quoted with regard to details of announcement and campaign in general Ronald Reagan said already contacting major networks to buy time for his announcement, preferably on November 13; NBC said considering request while ABC has turned it down, saying they want to wait until 1980 to sell political time. CBS noted also denying Reagan's request for 1/2 hour due to number of cands. and equal time rule. CBS said offering Reagan 5 mins.; network exec. said CBS will also deny Carter 1/2 hour request. Cost to cands. for 1/2 hour on 1 network mentioned. Negotiations with DC's Capitol Center Sports Arena for Carter to make announcement there said failing.
