(Capitol Hill) Gas shortage fears override environmentalists' push to halt Alaska pipeline. Dollar crisis and dependency on Middle E. oil furthers support for Alaska pipeline. [Senator Henry JACKSON - believes Senate vote shows people's concern and fear over gas shortage.] [Senator George McGOVERN - thinks Senate vote unwise. Environment questions unanswered and Canada route not studied enough.] House expected to follow Senate vote.
