(DC) Carter noted bringing Marine band with him to play "Hail to the Chief" as he entered hall; films shown. [CARTER - comments on international responsibilities, FTC.] [KENNEDY - asks who that man was who just rushed out; criticizes Carter's refusal to debate; debates with tape recording of Carter with regard to inflation.] Kennedy's comparison of Carter's present strategy with that of Richard Nixon in 1972 noted. [KENNEDY - says if pres. can't participate in democrat process, he should withdraw candidacy.] White House response cited.
