(Lake Placid, New York) United States Olympic committee reported making its 1st Presentation today before IOC's executive board with regard to President Carter's request. Positions of members cited; consensus of board with regard to use of games as political handle cited. [IOC members Lance CROSS, Julian ROOSEVELT, Douglas ROBY - comment.] Secretary State Cyrus Vance reported making Carter's position clear during IOC opening ceremonies; details given. Anticipated International Olympic Committee vote mentioned.
