(DC) [CARTER - says Head Start will be protected in cuts.] Reason for postponing his announcement with regard to areas of cutbacks cited. [Senator William ROTH - comments.] Carter said announcing freeze on fed hiring as portion of economy program; response by department heads, in anticipation of that announcement, reported Department of Health, Education and Welfare cited as example; details given.
