Carter's attack on Mobil said coming on rare appearance outside White House and incling. apparent attack on Edward Kennedy. [CARTER - comments on "pol. cowardice."] Carter staff said trying to find way around his pledge not to campaign until hostages in Iran are released; campaign chairperson Robert Strauss mentioned.
